Blocking IP ranges is Considered Cloaking
Sometimes site administrators may decide to block some ranges of IP addresses to stop unnecessary traffic to their websites that will eat the bandwidth. In some cases they may ban whole countries and even continents from which they get a great number of spam bot visits and uncontrollable crawlers. In this case, we were wondering, how Google and other search engines will perceive this strategy from their angles.
As it turns out such practice will be considered cloaking by Google and co. One of my colleagues tried to oppose this fact by saying that it is not fair to tell webmasters what to do with their websites. But the fact will remain and there is not much you can do about it. Nobody is telling you to show your content to everyone, but these are the rules one shall abide to be included in SE indexes.
